Gina Guillaume-Joseph Bio
Gina Guillaume-Joseph, PhD is a published author and
technologist with executive experience and thought
leadership within the Federal and Commercial Sector.
Gina is the Chief Technology Officer at Camio, Board
Advisor at Social Impact ID (SIID) Technologies and
TechTalk Summits. Gina is the former Chief Technology
Officer (CTO) - Government at Workday and leveraged her
deep technology implementation experience and vast
network to align Workday with the Federal Government’s
Technology Transformation Strategy. She brings a highly
specialized perspective including Federal compliance, first
hand technical project experience, and higher education
experience as an Adjunct Faculty member. Her
accomplishments and successes are based on strong
program performance, leadership discipline, a commitment to developing relevant, innovative and adaptive
solutions, and a vigilant focus on best value solutions for her clients.
Gina spent 16 years supporting our Federal Government as a contractor with Booz Allen Hamilton, L-3
Communications and The MITRE Corporation. As a Strategic Advisor and Systems Engineer she was
responsible for implementing key strategic frameworks, solutions and technology platforms to assist agencies
such as the DoD, IRS, FDIC, DHS, VA, and SSA overcome technology gaps in delivering capabilities and
value to our United States Taxpayers.
Prior to Camio and Workday, Gina served as Director of Technology at Capital One, Gina supported the HR
and People Technology team as a strategic technical advisor. She matured their Scaled Agile practices by
hiring agilists, training the team, and fully implementing the framework to scale resulting in improved product
value delivery across the organization. Workday was a key product implemented to Capital One’s more than
43,000 employees.
In addition to being a proud mother of three, Gina is a mentor and STEM champion within her community. As
President of the International Council on Systems Engineering (INCOSE) Washington Metro Area (WMA)
Chapter in 2014 she developed the new Science, Technology, Engineering and Math (STEM) Committee used
as a vehicle to promote outreach in the community to children in the K‐12 grades at schools in the DC Metro
region. Gina received the 2022 Diversity Woman Media Elite 100, the Technical.ly Awards Chief Technology
Officer of the Year and the 2015 Be Everything You Are (BEYA) Modern Day Technology Leader Award for her
outstanding leadership and contributions in her field.
Gina has also brings a faculty perspective as she serves as an adjunct professor and doctoral research advisor
at The George Washington University School of Engineering & Applied Science, and former adjunct professor
at Worcester Polytechnic Institute and George Mason University’s Volgenau School of Engineering.
Gina earned her Bachelors in Computer Science from Boston College, her Masters in Information Systems
from University of Maryland Baltimore County and her Doctor of Philosophy in Systems Engineering from The
George Washington University. Her doctoral studies in systems engineering led her to develop a predictive
analytics and machine learning model using data on failed and successful projects discussed in Government
Accountability Office reports, public court proceedings and other reliable sources to identify and predict the root
cause of software project failure.
Gina is adept at fostering collaborative environments, driving business transformation, and leveraging
technology to achieve competitive advantages. Her strategic foresight, industry insights, and proven ability to
adapt to rapidly changing environments make her an ideal candidate for a board position in any
